-As part of that agreement, Indian students in Germany will be granted 18-month extended resident permits and 3,000 job seeker visas will be granted annually
-The agreement is a two-way partnership set to encourage increased exchange of students between the two countries.
-This deal also ensures that Indian students can now get joint and dual degrees in collaboration with universities at the university level.
-Indian students can now get increased opportunities to participate in research programs in Germany.
“The agreement on migration will ease mobility issues. We hope the visa challenges (for Indians to Germany) will be resolved too,” Jaishankar said.

Does it mean 18+18 months post study stay back visa to search for jobs and start working in those 36 months without having to switch to work Visa?
Given you can prove you have sufficient funds (or the means to get that, like some part time jobs) for that period. Speaking from the experience of going to KVR in Munich, several times to extend the permit by few months.
