technically speaking the administrator of a condominium has no responsibilities nor powers when it comes to possible conflicts between neighbours due to noise – those are ruled by common law. It’s up to the neighbours to talk it through between them, and if you cannot solve it them call the police. The administrator responsibilities are to maintain the building common areas clean and safe, make a budget and follow it, make sure people pay, and not much else. As for dog poop, there have been initiatives and legislation over the last 2 decades to make people aware that they should clean it (seems a far more reasonable explanation)
Anyway, the "evils" do exist, though perspectives can be very different.
