I have lived in several mid-sized cities in Canada, Brisbane, Australia, and am currently in a city in Taiwan. What they all have in common is you must have a car or motorcycle. In the Canadian and Australia cities, the distances are huge and have been designed with driving in mind. Buses and taxis were the only alternatives. The former were hopelessly slow and didn't service enough neighbourhoods. The latter were exorbitantly expensive. Going out for a couple of drinks with friends necessitated taking a taxi home which made the cost of a night out prohibitive.
In Taiwan, land is dear, and that has led to densely built cities which is a set in the right direction. However, the cities are not walkable because of a lack of sidewalks. The buses are also extremely slow so most people drive scooters. Air pollution and traffic accidents are rampant as a result.
What many European cities are doing is great. Being able to live in a neighbourhood and be walking distance to groceries, bars and restaurants, and other shops is how it should be. This setup would also clear the air, keep noise down, and make for a lively area where you can people watch instead of watching out for traffic. I'm especially impressed with what Dutch cities have done. They have created wonderful infrastructure for pedestrians and cyclists while making driving less convenient. This superblock idea sounds great, too.
Short answer: Because Barcelona was designed and built before even cars were invented.

Vitoria… that's my mom's hometown. Haven't visited in a while. I'll for sure want to show the difference the changes described here made. Funny how the family never mentionned these changes to the roadscape. I'll have to ask about it. I did recognize some of the intersections. They do look better, although some of them were already walking areas forever ago.
Remember though: cars already contaminate our drinking water (and food industry in a whole). I think it's time, to completely ban the evolution of the private car concept and completely lock out cars from city environments (due to hundreds of reasons such as cancer and serious health concerns from exhausts and road dust etc etc etc etc etc)

Problem is you are facing a culture that has a huge interwoven portion of their life into their car. Car culture is a thing, which started in America too. So actively going against that is a tough sell when Americans love their mustangs camaros and chargers, etc etc…its gas prices that are the enemy and high insurance rates. Make those 2 affordable and enough space to find ample parking, build it in America they will come. Most of the new generation just orders everything online anyway so many fail to see the reason to come out and play like a kid again
"A lot of it was built before cars…" and so was America before it bulldozed its cities to create car dependent suburbs and streets in cities.

in my city they give unlimited space to pedestrians, cattle and cyclists. oh, and they also give unlimited space to vehicles aswell…..except its on the same road. no footpaths. welcome to chennai, india:>

Car’s are the biggest curse and blessing to humanity, seriously IF all the cites we’re pedestrians-favored, you’re one step out of your house door from a celebration of life-culture-cafeteria’s-shopping-social life-HUMANITY, cars should be used so rarely going to airport’s and other cities, not an everyday tool
America makes its cities less walkable on purpose to protect car industry. It's about money there while it's about quality of life here

Maybe it's just me but I would hate to not have my own car.. having to wait for a bus/subway and having to be on there with a bunch of random people idk.. always a weird person bothering you.. without a car you have no freedom.. if I feel like going on a road trip, then I'm going with friends or without.. its great
