2 Portugal is a popular holiday destination and some of those who visit may decide that they wish to relocate permanently in this sunny and beautiful country.
Vibrant Lisbon is often the city of choice for expats, however, many choose venture further north or south along the scenic coast.
3 Lawfully living in Portugal
Living in Portugal long-term is conditioned by obtaining and maintaining a residence permit. The application is submitted personally to the Immigration and Borders Service (SEF).
4 Staying in Portugal for short periods can only be subject to a visa, according to the purpose of the stay, but only for some foreign nationals. EU/EEA nationals and U.S. citizens, for example, may stay in the country for up to 90 days without a visa. Several countries are subject to this regime.
5 The purpose of stay
Residence in Portugal can be awarded for several reasons, directly liked to one’s purpose in the country. This can be for:
• Employment
• Study
• Investments
• Family reunification
6 General residence regime
Foreign nationals who wish to apply for the residence permit under the general regime apply with the Immigration and Borders Service. The submission is made in person, on a standard form and in some cases it can also be made by the applicant’s legal representative.
7 Residence permit documents
• two recent, identical photographs;
• passport of other valid travel document and the valid visa (where applicable);
• evidence of sufficient means of subsistence and evidence of adequate accommodation;
• permission to check the Portuguese criminal records and evidence for registration with the Tax Authority.
8 Apart from having to provide the needed documents, applicants will need to pay the adequate fees, which vary according to the type of permit (temporary, permanent, etc.). In addition to this, the permit is granted is the applicant has not been convicted of a crime that in Portugal is punishable by a custodial sentence of more than one year. Other conditions also apply.
9 A special residence regime is available for non-EU/EEA foreign nationals and it relies of making a significant investment in real estate or in another form. The minimum real estate purchase value should be of 500,000 Euros or 350,000 Euros when the property was constructed more than 30 years prior to the purchase.
