According to the federal government, from 11 August 2021, Australian citizens and permanent residents living overseas will be unable to leave the country.

Australian citizens, permanent residents ordinarily resident overseas now need an outward exemption
Emigrants must-have travel exemptions from ABF
The new rule will be implemented on 11 August.
In the recent shutdown on international travel, this ban is applicable to people residents of other countries from 11 August.
This means that permanent residents or Australian citizens who have spent more time in other countries for 12 to 24 months have to apply for travel exemption with the Australian Border Force (ABF) to depart the country.
Presently, Australians living overseas have to submit their passports to the ABF official at the airport before leaving the country.
