Just some observations that are not incompatible with what is said in this video, but which call attention to some misperceptions many people (including the Portuguese themselves) usually have about Portugal.
Portugal isn't exactly a dry country, precipitation here is about the same as in Germany, in the north of Europe. The big differences are in WHEN rain falls, and also about the regional and annual variations. The average annual rainfall in Germany is 787.4mm (31") and occurs evenly throughout the year. In Portugal the average value of total annual rainfall was 746.8 mm in 2020 (755.6 mm in 2019), corresponding to about 85% of the normal value. Actually the north of Portugal gets clearly more rainfall than the German average. The problem in Portugal is that rainfall tends to be concentrated in some months and areas (which is actually great to fill dams – that's why we have some really big reservoirs). Portugal doesn't technically have a scarcity of water, what it does have are uneven water/rainfall patterns that require a lot of expertise and investment in order to manage resources adequately.
