'ex pats' ? Are they not just immigrants like refugees from Syria, Ukraine, Yemen, etc. As an ex Brit I hope the EU tells them to sod off.
So British “ex pats” are realising now that they are immigrants should’ve gone for Spanish or Portuguese nationality

You have to be able to support yourself, medical insurance, so much liquid cash, etc, etc.
You are not able to just turn up and, blood let off another host.

Why would the EU be cautious about British expats in the UK? I think you need to adjust your description a bit, I assume you mean "from".
And I doubt this attitude from EU members is limited to the UK.
What sane well thinking person would want to live in GB now, with its xenophobic corrupt totalitarian regime.
