The rental agreement as described by Gilda is not coming from the Portuguese government but rather a discretional decision from the consulates and the landlords are taking advantage of the situation or perhaps protecting their business since it’s utterly weird to rent a place to unknown people. The D7 requires financial stability as a requirement to be granted to the petitioner.
