Tree root guy is kind of an idiot. Removing roots can put a tree into shock and cause it to die. It really doesn't matter if the roots are in your property. The tree is on the neighbors property. Just the same as they don't own any branches that go over onto their side.

A large tree won't die as long as you don't remove 15% of surface level roots at a time, or ones really close to the trunk. But if the neighbor is so concerned about OP damaging his property, then OP could equally be concerned about encroachment and negligence resulting in endangerment of children.
