Coimbra has a very good bus system, both in the city center and into the outskirts, I would say the most evolved outside of Lisbon and Porto. So much so that it’s extension is bigger and with more lines than Porto’s bus system, though some lines aren’t very frequent. It makes it relatively easy to adapt without a car in Coimbra. It also has an established urban train "system" though those trains aren’t very frequent.
Definitely think you could do without a car in the mid sized cities like Aveiro from what I've seen from visiting. Might be hard in anything smaller though but probably doable, definitely much easier than most places in the US.

In my opinion and based on my experience you do not want a car in Lisbon unless you have parking…We have a car and it is expensive to park in the city and a pain to watch for Emil, the parking police! It's true that public transportation is great and cheap and in fact I prefer it…I HATE driving in Lisbon and drivers here don't know how to drive or just think they are alone!! We are now moving 30 mins north of Lisbon and I can't imagine not having a car even though there's a bus and train within 5-10 mins of our house…Problem is the times are infrequent so it's not as convenient but possible.
