Sir home send email to return my passport to Visa Application Centre after my appeal won and I have submitted my passport , when am I getting my passport back

Sir my uncle apply for eea family permit before Brexit but get refused on dependency then he didn’t appeal at that time because appeal has one month so he left that time now possible to appeal or he just wasted a lot of time not possible
