I have dual citizenship and lived in Italy for almost one year. I spent so much time in bank lines but could not open an account. I have opened bank accounts in China, Japan, and Thailand without any problem. What's the issue? A bank account allows me to bring in money relatively cheaply. Without a bank account I am paying high credit card fees to access money. Can you offer some advice to opening a bank account? Thank you!

I was planning to get my JS recognized during a long stay in Italy last year. Trip got delayed and I managed to get my local consulate to take on my case. I am now going in September to a work convention. If I decide to stay in Italy can I complete my JS there? That is can the consulate hand over my docs and a let a commune of my choice take over?
