For #18, are "foreign nationals" the same as travellers with non-philippine passport, whether you qualify for the balikbayan program or not? So I am born in the philippines and now a US Citizen, and I only have US passport. Although I qualify under Balikbayan program, I am still considered "foreign national", and thus subject to quarantine/test, etc? So a way around it, is to enter the philippines as dual citizen?
