And if that timeline is exceeded, that individual must take the Portuguese driving and written exam? I heard that was the case…

This measure should benefit around 40-45% of foreigners arriving in the country, considering the country of origin and the fact that those over the age of 60 represent only 10% foreigners. So it should reduce considerably the amount of work (delays) at IMT. The age limit is there probably because under Portuguese law anyone over 60 needs a medical certificate stating they are fit to drive in order to renew their license.
