At least get them out of that house & to a rescue group: she starves them; no evidence of water bowls; no proof cat litter is ever changed; she feeds them inappropriate food (no cat can survive on infrequent treats, no cat should EVER be given ice cream in place of meals of cat food). I've tried (from the U.S.) to report her to Canadian animal welfare organizations (inc. Ottawa SPCA), but they tell me they can't look into reports like this. If Ottawa SPCA can't, who can?
