Fees are much higher for international students. For locals it's 600 to 1000 on average and for international students it's 4000 to 7000 euros

To be frank you won't get a passport in 5 years. You can apply for a passport after 5 years of living in Portugal. They start counting it when you get your first residence permit. Thus – 5 years + gaps for renewal + time for reviewing your application ~ 7-8 years is a more realistic period. But the good news is that universities consider you as local as you get your permanent residence.
