It will either be a specialized csd team or something more substantive within the corporation, either of which can more readily solve the problem. In my long career of working in phone and online customer service is realize that the front line chat support you reach can only do a very limited range of things under the company policies. My best advice is to use the key word "I want to speak to your supervisor". Once that escalation request is made and you are adamant about it you will be put in touch with the next tier support that will have greater leeway. If that tier still isn't able to resolve the issue then ask again to speak to their supervisor. There are typically 3-4 tiers of hierarchy in customer support. Unfortunately you have to be more and more stubborn about it until you reach a level of someone who has the authority to look into your request rather than just deliver the corporate line of "there's nothing I can do" or the like.

If your account is reachable through the internet (Online banking) and only your bank card has been blocked you only need to transfer all your money to someone else or another account. You can easily open a Wise account. Trustful online option and Visa bankcard available. Also, virtual card until you get your physical card. There is so many options for you so don't worry. To be honest I'm really surprised how the hell didn't you sort out bank-related things before you left Ukraine. Why did you think your money is in a safe place in a war zone?
