For the one you were trying to find out weather it is US or Canada. The US highway signs that you see in black in white with a number in the center has the outline of the state you are in. (For the most part not all states do this) but if it is a state highway a lot of them have the state outlined in black, filled white with the number of the highway in black in the center.

Edit: The orange signs are construction signs, they will usually say “begin road work in __ miles” or they will say “road work next __ miles”
