The city of Leiria that lies between Lisbon and Porto
Aveiro, no hills.
We have a high speed train. Alfa Pendular reach 220km/h (from Braga to Faro).

Porto is even worse about hills, being a lot worse because the airport dont have many international connections (outside Europe). Lisbon is the main airport to lot of cities in the world even now there are direct flies to South Korea and lots USA cities.
But Lisbon have some zones with everything that you want and are pretty flat. Only the tourist areas have hills.
Some zones are very flat and very good to live (without many tourists and with everything you need) with great public transportation, some zones have even trains, where everyone want to live, some exemples are Avenidas Novas, Parque das Nações, Telheiras, Alvalade.
