The revelations by the investigative program Enquête pose troubling questions for the Quebec Immigrant Investor Program, which allows foreigners to lend money to the Quebec government in exchange for residency.

This is nothing new, criminals are always the first to exploit new opportunities even at the risk of ruining for everyone. Once the criminal element is removed, this would be a good international relation.
Canada is no different to most countries in that almost every one has citizenship by investment or investor visa schemes which also lead to citizenship. The US for example has the EB-5 visa which gives green cards to investors in a more fast-tracked manner. Although the "immigrants" don't necessarily need to invest solely in real estate a very significant if not the vast majority of them do plunk down their money in that sort of business coz it's considered a relatively safe form of investment. They particularly prefer the major metropolitan markets i.e. New York, SF and LA.
