Carl, that "upside down" triangle is a "give way" or "give priority" trafic sign.

Bom Dia GuMPers! A warning triangle upside down differs from other warning triangles ( warning signs) it's basically for snowy conditions so the driver can differentiate from a warning triangle and a junction priority. Snow will not remain for too long on an inverted triangle. Not too sure about snow in Portugal though.👍
