IMO areas with high crime rates cancel out the other benefits unfortunately.
Why are you generally downbeat about the US property market? In most of your examples, the appreciation seems to be good- I thought that's a good thing. Unless you're suggesting the properties are overpriced and there won't be much appreciation going forward. Detroit would have been such a great investment two years ago. I guess crime is the scary part.

US is well overvalued esp San Fran, the only place I would buy is Boca Chica next to SpaceX Mars pad.
